Legacy Ghent 2030: TOOPen Festival

This Friday evening is part of the TOOPen festival, which takes place at various locations in Ghent from November 21 to 23. TOOPen brings artists, organisations, and citizens together (tuupetegoare) to shape culture and art in an innovative way.

Agreement of Trust

In this project, Kunsthal Gent collaborated with Jens van Lathem (Labo), Aike Roodenburg (Kunsthal Gent, Engagement Arts), Margo Temmerman (VIERNULVIER), and Nele Keukelier on ‘an agreement of trust’.

The Challenge: Many cities lack ‘urban intimacy’: (semi-)public spaces where encounter and commonality can flourish. Cultural spaces are ideally suited for this, but their potential is not being fully utilized. Access to these spaces remains limited: fear and practical obstacles impede sharing.

The Solution: The conversation tool ‘the agreement of trust’ addresses this through a two-pronged approach. On the one hand, the tool offers an equal framework for agreements to make mutual needs visible and enable the sharing of space. On the other hand, ‘the agreement’ encourages an attitude of trust, shared responsibility, and care.

Launch: We will launch our declaration of intent during the opening of the TOOPen festival. Please visit the rest of the festival for more information about the tool; we will have a permanent presence at Campo Victoria.

Programme TOOPen Festival (21 — 23 November)

TOOPen

The word ‘TOOPen’ is a contraction of the Ghent dialect phrase ‘tuupetegoare’ (together) and the Greek word ‘topos’ (place). The project starts from the same spirit as the Ghent2030 bidbook and views culture as a lever for a warm, inclusive society.

What are TOOPen? A TOOP is a network platform that brings artists, organizations, and citizens together — tuupetegoare — to shape culture and art in an innovative way. We are working on three TOOPen, each with its own theme:

Just Cruising — Art & Culture Along the Ghent-Terneuzen Canal 🚢
In this TOOP, water is central — more specifically, the Ghent-Terneuzen Canal. The 200th anniversary of the canal in 2027 offers an excellent opportunity for cross-border art and culture projects. Water is used here as a connecting element between people, places, and ideas. This TOOP is developing creative ideas that will (hopefully) culminate in a cross-border festival in 2027.
Open for the Public – Ghent (Cultural) Institutions Share Their Spaces, Creating Semi-Permeable Places 🎪
How can we make existing (semi-)public cultural infrastructure like the Opera or Museum Dr. Guislain more accessible and shareable for a wider audience? This TOOP explores how residents and passersby can optimally benefit from these spaces and how they can feel at home in them.
Triangle – Culture in Every Ghent Neighbourhood, for and by Residents 🫱🏼‍🫲🏾
This TOOP focuses on culture in the neighbourhoods. How do we actively involve residents in culture in their area? How do we make them co-owners of local programming? And how can larger cultural institutions build sustainable relationships with the neighbourhood, based on the needs and wishes of the residents?

TOOPen Festival

Leuven can officially call itself European Capital of Culture 2030 – congratulations! However, Ghent is not standing still: our candidacy generated countless valuable ideas that live on in innovative networks, known as TOOPen.

On November 21, 22 & 23, 2025, this will culminate in a major TOOPen Festival.

Before the summer, artists and artistic organizations were able to submit an application for support for a creative project in the spirit of the three TOOPen themes:

Just cruising – Ghent-Terneuzen Canal
Open for the public – semi-public space
Triangle – culture in the neighborhoods.

This TOOPen call resulted in no less than 20 unique projects, which will take shape in the coming period.

At the free TOOPen Festival, we will gather the preliminary results and/or the ongoing creation process of these projects. We will not be presenting finished artworks, but rather a lively artistic interim report.

Friday Evenings

During Friday Evenings, we present a programme around one or more artists, a collective or organisation for 9 – 10 weeks. We offer local partners a platform. And we highlight artists with whom Kunsthal Gent is currently collaborating. Every Friday night is different: from performance, artist talk and book presentation to conversation, dinner or film screening.
